JOB TITLE:                                                 Regional Manager, Eastern Metro
 
REPORTING TO:                                        Operations Controller
 
LOCATION:                                                  Ashtowngate, Dublin. (2 days per week on site, 3 days WFH)
 
STAFFING RESPONSIBILITIES:            Metro: 37 staff (Operational and PTA)
 
SALARY SCALE:                                        €99,723 - €123,349 (includes 2 long service points)
 
 
SUMMARY OF ROLE
 
The Regional Manager, Eastern Region Metro will be responsible for the day-to-day management, maintenance, development and administration of Grand Canal Metro (including Grand Canal Docks) and Royal Canal Metro (including Spencer Dock) and play a critical supporting role in formulating and implementing the Dublin Development Strategy. The Regional Manager Metro will also be responsible for the management of Professional, Technical, Administrative and Operational Staff in the region. The role of the Regional Manager will be to provide strategic leadership of a waterway region to deliver on Waterways Ireland’s engagement, customer service and financial objectives.
 
 
Key Functions
  • The management, maintenance and development of the inland navigations and its property and other infrastructural assets.
  • Contribute to and delivery of an integrated approach to the management and co-ordination of all operational activities across the entire Operations Function
  • Support the development objectives to increase recreational use of waterways to develop the social, health and economic benefits the navigations provide; and ensure effective community engagement, alongside Waterways Ireland`s Marketing & Development Team.
  • Put processes in place to ensure best practice approaches and adherence to Health & Safety Governance in the assigned regional areas.
 
Duties and Responsibilities
  • As a member of the Senior Management Team in Operations, proactively contribute to organisational strategic direction and corporate planning, aligning regional business planning with long-term and corporate plans.
  • Working in consultation with the Operations Controller, the Marketing and Development team and others (including third parties), supporting the formulation and implementation of the Dublin development strategy while enhancing Waterways Ireland's asset profile in line with financial objectives.
  • Develop partnerships and funding opportunities for capital works projects aimed at improving recreational use of the inland navigations.
  • Manage local contractor performance to contribute to service and operations objectives.
  • Ensure governance and oversight of Waterways Ireland Health and Safety Policy in terms of its management and implementation within the Region and to actively manage and lead the Health and Safety agenda as required by legislation and best practice and to ensure that robust and effective Health and Safety and Risk Management systems, practices and processes, are in place for the Region.
  • Working with other teams within Waterways Ireland, and in consultation with the Operations Controller, to ensure an integrated approach is delivered in the context of Workforce Planning, Succession Planning, Resource Allocation and to create synergies across the three Regions within Operations leading to a more efficient and effective use of resources and the delivery of better outcomes for our customers.
  • Be responsible and accountable for allocated financial and capital resources in line with good governance practices and processes including budgetary forecasting, and to work closely with senior staff to ensure budgetary goals are strategically planned, developed, communicated, implemented, monitored and delivered.
  • Lead in the development and implementation of management strategies and processes to ensure that property and assets in the Region are maintained to a high standard and utilised appropriately to serve business needs in consultation with the Marketing and Development team.
  • Lead, direct, motivate and manage staff in the Region to improve performance and deliver business objectives for the Region, having due regard to facilitating development opportunities for staff within the constraints of the Training and Development budget.
  • Ensure oversight of internal and external stakeholders (in conjunction with the Marketing and Development Team) including communication with Local Authorities, Government Departments and Public Representatives to promote and develop recreational strategies for the waterways in the Region, to represent Waterways Ireland and our interests at external events, and to secure partnerships and inward investment to deliver Waterways Ireland's objectives.
  • Work collaboratively with Trade Union Representatives at both local and national level to manage and maintain harmonious employee relations and engagement in the Region, and across the organisation.
  • Comply with and actively promote Waterways Ireland policies and procedures on all aspects of equality.
Complete all training as required by Waterways Ireland within specified timeframes.

 
PERSON SPECIFICATION
 
Candidates must be able to demonstrate that they meet the eligibility and essential criteria in their application and at interview. Desirable criteria may be used as necessary in the selection process.
 
Eligibility Criteria
 
1.1       A Degree in Civil/Structural Engineering (Level 8) OR a relevant Business or Public Management Degree (Level 8), and
 
1.2       A minimum of 5 years *Senior Management Experience in a similar sector or industry such as Infrastructure, Water Resources, Construction or Engineering Environment, and
 
1.3     Possess documentation verifying your Right to Work in Ireland. (If shortlisted for        interview, you will be required to bring original documentation to interview verifying your Right to Work in Ireland). and
 
1.4       A full Driving Licence and / or access to a form of transport which will permit you to travel in relation to work.
 
Essential Criteria
A comprehensive understanding of the issues involved in the management of complex operations and significant financial and people resources, across a multi-disciplinary work environment.
  • Evidence of the successful management and implementation of large-scale projects.
  • Evidence of the ability to identify, develop and nurture mutually beneficial strategic partnerships with relevant stakeholders.
  • Evidence of successfully leading and developing teams in the achievement of results.
  • A proven track record in the implementation and management of statutory and organisational Health and Safety requirements associated with construction and maintenance works.
 
*Senior management level/experience is defined as working or reporting directly to individuals at CEO level, Director Level or equivalent, or managing a team where the role includes making decisions affecting strategic issues.
 
Desirable Criteria
 
  • Chartered Engineering status from a recognised Professional Body
  • Recognised Project Management Qualification.
  • A Masters in Business Administration or Public Administration from a recognised University or College.
  • Experience in the successful management of large, complex projects in a water-based environment.
